In true dramatic fashion, it was a castle.
At least it had been a castle at one point. And on the surface, was; updated for the modern age, of course, with modern amenities, but underneath had been excavated and reinforced until it was a bunker-base-headquarters to rival any military operation. All things considered? It wasn't far from one itself.
For this was where the Sovereign - Ori Heber to most of the world - held his council and conducted business that was nothing short of utter world domination. Presumably for its betterment, but as one moved deeper and deeper, the methods would make even the likes of Hydra nod in respect. No doubt its decline had encouraged Soverign's operation to become more aggressive; mercenaries, R&D, every facet had been amped up while maintaining the cover of a small country off the Caspian Sea governed by Heber himself. It kept to itself, for the most part, but fiercely defended its borders when threatened - when it wasn't busy cementing alliances and otherwise working on humanitarian efforts.
Really, there was nothing to link Olviran to the darkness within its borders. Its council. Its plots. Not on the surface, at least.
Clint would find many higher-up members just leaving what appeared to be a meeting of sorts, including Heber himself - who was speaking with an aide. The subject of conversation?
"I'm very interested to meet with our new 'guest'. I assume they've been prepared?"
...that didn't sound good.
